Meaning
There is no danger, opposition, or risk of being caught now; it’s safe to proceed.
Origin
From maritime and military usage: if the coastline/shoreline was “clear” of enemy ships, troops, or obstacles, it was safe to land or move. It broadened to mean any situation where danger has passed.
Notes
Often used after checking that someone (a boss, parents, security) is gone—so you can act freely. Can be playful or mildly conspiratorial, but also general.
